Our Impact
Increased Grant Funds
PASC was instrumental in the development the $3 million Senior Community Center Grant Program and continue to advocate for a dedicated Senior Center line item in the Pennsylvania General Budget.
Building Relationships
Our representatives meet regularly with the Pennsylvania Department of Aging, federal and state legislators, and statewide coalitions to keep senior centers front and center in policy decisions.
A Statewide Voice with a Seat at the Table
PASC is the only senior center association in the nation with a contracted legislative advocate dedicated to advancing our mission in Harrisburg. Through our partnership with Senator Roy Afflerbach (Ret.) and The Afflerbach Group, PASC maintains a continuous presence in state government – ensuring that the priorities and perspectives of senior centers and older adults are always represented where decisions are made.
Together, we work to influence legislation, secure funding, and strengthen public policy that supports healthy aging, community connection, and the essential role of senior centers across Pennsylvania. This collaboration gives PASC a unique strength: the ability to turn our collective experience into meaningful action at the state level.

Supporting Older Adult Services Through Sustainable Funding
Pennsylvania’s aging network is facing increasing financial strain as the older adult population continues to grow while funding for services struggles to keep pace. By 2030, one in three Pennsylvanians will be age 60 or older.
At the same time, the Pennsylvania Lottery Fund, which supports PENNCARE and many aging services, has seen significant losses connected to the growth of skill games. P4A, the Pennsylvania Association of Area Agencies on Aging, estimates the Lottery Fund is losing approximately $170 million in revenue tied to skill games.
This toolkit was created to help senior centers, provider agencies, staff, volunteers, older adults, and community members advocate for sustainable funding solutions that support older Pennsylvanians.
